A Menu of Options for State ORMs

States can structure Offices of Regulatory Management in a variety of different ways, with more expansive offices capable of accomplishing more functions. The following menu of options illustrates what states might achieve at different levels.

One of The Fulcrum Foundation's primary recommended reforms is that states create Offices of Regulatory Management that are responsible for reviewing new regulations, streamlining old regulations, and implementing various initiatives to improve regulatory and permitting transparency.  Different states have different resources available, and the type of office a state implements will depend on both the available funding and the ambition of the reform effort.

To be helpful to states considering this reform, The Fulcrum Foundation has prepared a menu of options that lays out what an Office of Regulatory Management could accomplish with 1, 4, or 10 staff members.  The 4-person office is based closely on the Virginia Office of Regulatory Management (which also averaged 4 staff members), whereas the 1- and 10-person offices are based on what seems reasonably achievable at those staffing levels (informed by experience in a handful of states that have undertaken similar initiatives).

You can access the menu of options HERE.
