Mr. Taylor has served as Director of Policy at the Virginia Institute for Public Policy since 2016, and has over 25 years of state-level policy experience. He has authored more than 750 pieces of state-level legislation related to regulation, technology, energy, healthcare, labor, criminal justice, education, housing, and taxation across the United States. He served as the primary architect of Virginia's regulatory reform coalition and the administrative/legislative strategy that produced the ORM and its documented successes.

One of the nation's foremost experts on regulatory reform and cost-benefit analysis. He served as Director of Virginia's Office of Regulatory Management, authoring their Regulatory Economic Analysis Manual, and served previously as Research Director at the Administrative Conference of the United States. An elected member of the American Law Institute, he graduated with highest honors from Duke University School of Law.

Previously led the Policy office at the U.S. Department of Labor where he served as regulatory reform officer and oversaw the department's deregulatory agenda. He brings more than two decades experience as a lawyer and policy expert across the public, private and nonprofit sectors. He regularly speaks on regulatory issues and advises clients on a host of regulatory and policy matters. A former litigator, he clerked for Judge Edith Brown Clement of the U.S. Court of Appeals for the Fifth Circuit and holds a J.D. from the University of Virginia School of Law.

Oversees day-to-day operations, internal coordination, and grant writing for Fulcrum. Brings to the role familiarity with the state policy reform landscape and attention to detail honed through policy work spanning regulation, education, healthcare, and election reform at the Virginia Institute for Public Policy and other state and local organizations.
